As you said, considering current energy sources, EVs emit about 50% less CO2, and will get better with advances in renewable power generation. A fast way to improve upon this would be conversion of non renewable power generation to carbon-captured natural gas, at an added cost of about $.05 per kWh. This might also encourage the growth of renewable energy, as it would be cheaper.
