I agree with the other responder who said "Amerigo Vespucci" (note: No animals or Native Americans were harmed, at least I think, in recommending this distinguished Italian-Amerigon). I'd also say Sophia (sigh) Loren, except does she meet the residency requirement? (does being in movies with Charlton Heston, Gregory Peck, Clark Gable, and Cary Grant help?)
