Ok, many issues here:

1) I've worked with many utilities over the years (and both sons are in CS). It would seem they've gotten much smarter about security lately, at one time rather naive.

2) This kind of goes back to the "are the MAGA people (or anyone else) well-organized or smart enough to stage a coup" question. Probably not. Aside from bombing every centralized portion of the electrical grid, every water & wastewater treatment plant (difficult to do without detection and intervention), I suppose the fallback (a dependence of gas generators, propane tanks, bottled water, filters, candles, campfires, firewood etc) would get us by until repairs were effected (which would be relatively quick, since these systems are relatively diffuse and our staffing large...it would be like cleaning up after a hurricane?).

3) It wasn't that long ago that people didn't have this municipal water, sewer, electricity anyway. Our farm would've been unaffected (well, leach field, Photovoltaics)

4) The current Ukraine situation is a great example of this.
